My dog's shoulder bump has a black scab that won't heal. What is it?

Pet's info: Dog | Mixed Breed | Male | neutered | 7 years and 3 months old | 90 lbs

Small bump on my dog's shoulder forms black scab over again. After I put antibiotic cream (which softens it) and I wipe off the scab, It comes back.

This lump requires ideally an immediate check up to determine its underlying nature. Given the treatment failure it is unlikely to be caused by an infection, and differentials would include skin cysts and benign or more malignant type of tumors. Your vet will probably take some samples from it to analyse the type of cells in it.
