Poor Ginge! It is possible that he has an allergy to fleas, ringworm or mange causing his skin lesions. These lesions can become infected if he is scratching himself. Make sure that Ginge is receiving a high quality flea and tick preventative, such as Nexgard, Bravecto or K9 Advantix II regularly. You can also try bathing him in either a gentle oatmeal-based dog shampoo or medicated antiseptic shampoo (drsfostersmith.com/product/prod_display.cfm?pcatid=27982) to determine if there is any improvement in his skin. I would recommend starting a shampoo such as Douxo PS chlorhexidine combination shampoo and bathe twice weekly. I would also recommend welactin omega 3 fish oil, essential 6 spot on by dermoscent and malacetic conditioning spray. Each one of these problems is detected and addressed differently and I recommend to discuss with your veterinarian which one to start hunting down first. Parasites are often ruled out with an oral medication like Simparica. Food allergy is best ruled out with a diet trial using a hydrolyzed protein. Endocrine diseases are detected with blood work. Environmental allergies are a little more difficult to detect but a response to therapy or a blood test can give an indication. Once you figure out and address the underlying cause, the lesions should not come back. There are a couple things you can do at home and they can help but they may not address the underlying cause. Sometimes these lesions can occur from rubbing the muzzle on cages doors, carpets...etc. Sometimes they can also be from infection and less commonly from an autoimmune disease. I would recommend to have him examined by his veterinarian who will likely prescribe medication orally. Treating this area topically can be difficult as most dogs will lick off any medication you apply to the area so oral medications are generally best. You should also protect the area from further rubbing with an elizabethan collar which should be worn at all times.
