My dog won't eat dry food but still eats treats. Is it the heat?

If it is extremely hot in your area it may be that the heat is decreasing Pogo's appetite some, which can be normal. Feeding smaller meals a little later in the day may help encourage him to eat some, as well as making sure he has access to a cool shaded area with plenty of water. Tua likely prefers the treats and other food over the dry food. I recommend reducing the bones/meats/treats during the day to get him to eat his dry food. This is to ensure he's getting balanced minerals and vitamins as treats are not meant for maintenance food for dogs unlike formulated dry food.

He could have an upper respiratory tract infection that is starting or maybe he is painful somewhere. Mild nausea can decrease an appetite as well. If you're feeding your dog everything, including people food and treats, he likely enjoys those a lot more than his food. Just like people, giving too much junk food may encourage your dog to want those items and ignore their healthy diet. It is best to remove/stop giving all extras including treats, people food, etc and only give his food -- You'll want to place it down for 15m and whatever he doesn't eat, pick up and try again in a few hours. Once he is hungry enough, he'll try out his food again and you can get him back to his normal routine.
