Why does my dog have phlegmy breathing issues only at night?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | neutered | 44 lbs

My dog has been having a weird breathing issue that has only been happening at night. It’s almost like a very phlegmy reverse sneeze, and kind of sounds like he can’t breathe through his nose but he is, it just seems a bit difficult. While or after this happens he licks his mouth and it sounds like there snot in his mouth. He doesn’t have a cough.

This sign could be compatible with an upper respiratory tract inflammation/infection or possibly to a rhinitis and ''congested nose''(inflammatory, allergic, infective). A clinical examination at your local veterinarian is essential to confirm these clinical suspicions and treat appropriately. Antibiotics may be needed.
