My dog's penis is out and won't retract. Is this a serious emergency?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | unneutered | 2 years and 3 months old | 25 lbs
My dogs pink penis thing is sticking out and doesn't seem to go down we have tried all the home remedies but he cries when we touch him, what should we Do? We're out of ideas and he's anxious and keeps going in circles.

Thank you for submitting your question regarding Klaus. If you are unable to retract his penis back into the skin covering, I recommend that he sees a veterinarian tonight. He could sustain longterm damage if it is exposed too long or if he traumatizes by biting or licking. You can try applying a lubricant such as KY jelly to see if you can replace it.
