My dog was sleeping and he peed with blood. I saw his penis and the tip is damaged really red with blood. Please help

I would recommend taking Deacon to a veterinarian.
It could be a few different things. He could have something like a urinary tract infection going on and the veterinarian just needs a urinalysis for diagnosis and he would need antibiotics for treatment. It could also be bladder stones. This would require surgery to remove and X-rays to diagnose. He could also be having a prostatic infection or issue since he is not neutered. This the veterinarian can see if the prostate is enlarge on rectal but Deacon may need an X-ray or ultrasound. They may also need to look at a cytology of his urine.
The other thing it can be is a bladder mass which would need an ultrasound to diagnose.
