There are several signs of neglect - they can include severely matted fur (which can mask weight loss), staining of the fur, living in an environment that is unsanitary, and most commonly, a very poor, thin, body condition. If you believe that a pet is being neglected, you can call your local animal care and control center, animal shelter, or law enforcement.
