Pet's info: Dog | Yorkshire Terrier | Male | neutered | 16 lbs
My 10 year old Yorkie has been having skin problems. He's itching constantly and chewing his hair out in the area next to this infection on the center of his back. I'm not sure what caused this or how to treat it?

The three problems are likely to be unrelated.
The itchy-bumpy skin is likely to be due to an allergy with a secondary infection. I would strongly recommend to have him checked as your vet can give you appropriate solution to disinfect the skin first, some antibiotics (ointment) to resolve possible infection, and perform some skin testing for both identify the type of infection and confirm allergy.
