Bulldogs can be prone to a genetic disorder that cause thinning of hair and baldness is certain spots. This can also be a sign of a low thyroid level. The dark pigmentation can occur as a result of these disorders and can be a sign of a long term problem. Your vet can check the skin and run test to see if it is genetic or something else going on, until then you can put neosporin in the sores
