Why is my dog losing hair, biting, and scratching constantly?

Allergies and mange would be at the top of my list. A vet can easily check for intestinal parasites (mange) and then figure out a treatment plan for allergies if you don't have any parasites. There are many many different way to treat allergies, depending on how much you want to spend on medications/testing.

Your dog needs to see a veterinarian for a skin scraping to rule out parasites and then a culture to see if there is an underlying bacterial or skin infection. Place a cone on him to prevent licking and chewing.

Aloha! The only way to know if Lani has mange is for a veterinarian to do a skin scrape on her to look for the mites responsible for mange. Once that has been diagnosed, then the appropriate medication will be Rx. Keep in mind there are two types of mange: demodex (non itchy with hairloss) and sarcoptes (itchy with hairloss). Some medications can be given by the vet in order to repair any possible skin lesions (like steroids and antibiotics). I would be concerned about mites if both of your dogs are scratching a lot. Especially with the hairless on the legs it is suggestive of mites. I recommend taking them to the veterinarian and having them looked at. There is medication that can be given to help if it is mites. Your veterinarian can perform a skin scraping to help look for them also. Although they may not find the mites on skin scrape they may still treat for it.
