My dog's groin is purple with white spots. What does this mean?

This could be skin irritation/infection but it could also be subcutaneous bleeding (which can be serious). I strongly suggest you have him examined by a vet. Blue and purple spots could be bruises and if they are spreading I would be worried that your dog may have a coagulation problem. This would be very serious and would need to be investigated. A small blood test will find out whether your dog is either suffering from a congenital blood coagulation disorder or possibly ate some rodenticide which can cause the blood not to coagulate. Of course it could also just be hyperpigmentation. There are various causes for that, one being an endocrine disorder where the adrenal glands produce too much cortisone (cushings disease). I would recommend you make an appointment for an exam with your veterinarian.

If all of those came back negative, the next step is to treat the allergy symptomatically and try to discover the cause of the allergy. Ouch! That does look pretty irritated. If it's on Rocky's belly or underside, it is possible he's rubbed up against something in the new house or during the move/groom that caused irritation. I would keep the area clean and dry with some pet wipes, and place an Elizabethan (cone) collar on him or a T-shirt to prevent him from licking and chewing the spot as that can cause an increase in irritation. If the area doesn't resolve, worsens, visible sores or wounds appear, or it seems to be changing rapidly, having a vet look in person is best to rule out more serious allergy, getting into something, infections, etc that could be a cause.

This is usually secondary to concerning reasons such as a coagulopathy (difficulty coagulating blood) which could be due to infectious, inflammatory or cancerous causes. Other possibilities include masses underneath the affected tissue or trauma (for example being hit by a car) to that region if that is a possibility.
