My dog has a grey, tick-shaped lump on his leg that bled when touched

It doesn't look like a tick to me, but it's hard to tell. It may be a mole or wart that has gotten irritated or caught on something to make it bleed. If this has come up suddenly, I recommend getting it checked by your vet. The fact that it was previously known to be benign, does not mean that now it cannot be malignant. If it has gotten bigger, it would be great to sample it again. I recommend you have Lily evaluated by your veterinarian for a test called fine needle aspirate which is an easy, quick and pain-free procedure which in the majority of cases will help reach a diagnosis to identify what the best course of action is based on the findings. In some cases, a biopsy is needed for a diagnosis. If it truly is benign then removal is not necessarily recommended. A cyst is a fluid-filled pocket under the skin. They can have fluid or a thick substance. Sometimes the contents can come out but the only way to fully treat a cyst is to have it surgically removed.
