First heat: My dog has no swelling or discharge. Is this normal?

Pet's info: Dog | Toy Poodle | Female | unspayed | 5 lbs

My 6 month old toy poodle is in heat (my older male dog is going after her like crazy). Its been almost a week and still no real swelling or opening on her lady parts - is this normal?

Yes, this is normal. Sometimes a dog's heat is more subtle than others, and that can happen considering it's her first heat. It is never recommended to breed a dog on their first heat, so I would keep Toi away from your male dog until her heat has passed.
