This typically happens when there is a tooth root abscess. Skipper needs to have his mouth examined by a veterinarian and might need a dental cleaning/removal of the affected tooth and prescription antibiotics specific for tooth problems.

This swelling is from an upper molar tooth root abscess. I recommend a veterinary exam and to start antibiotics. Dogs who chew bones sometimes break their teeth exposing the root and these get infected. The antibioitcs improve the infection, swelling and pain, but usually to cure this the infected tooth will need to be extracted.
