Considering the amount of medications and her current health issues, I would strongly urge you to call her primary veterinarian to ask this question. While it is quite possible that she has phlegm, I would also be concerned about issues related to the possible mass or other disease process going on in her respiratory system. I would not recommend giving Mocha Robitussin total cough, cold and flu extra strength. It contains pseudoephedrine and acetominophen which can both be toxic in dogs if not used very carefully (and Mocha is a small guy). I would recommend contacting your vet about Mocha's cough and see what they would recommend for him.
