Dog chewing tail raw: What causes hotspots despite flea meds & diet?

Pet's info: Dog | Beagle | Male | unneutered | 4 years and 11 months old | 35 lbs

Hi, my dog has been chewing his tail last night and this morning I found that his tails has been chewed raw ( see attached pics). I have already given him Bravecto last week for the patches he has on other parts of his body (second attached pic) and those have already started healing. He is alao currently on a hypoallergenic diet. What is the cause of the one on his tail? He can still reach it even with his e-collar on. Thanks.

The spot on the tail looks like a hotspot right now. Hot spots can be common with food allergies and fleas (which you are already treating). The article below discusses treating hot spots. If Summer can still lick his tail, you may need a long e-collar.
