Why is my dog anxious and chewing her tail after I came home?

This type of behavior can be from anxiety, sure. But it is best to rule out a medical reason first. I have seen dogs do this behavior when their anal glands are full or impacted. I have seen them do this with urinary issues (like a UTI). Sometimes it is phantom pain from arthritis (in the tail). My suggestion would be to have Ruby evaluated by your vet before just assuming it is a behavioral issue. Just my opinion. If this is a new behavior, at his age, I would suggest you have him examined by your vet for the possibility of an underlying medical issue. This can cause dogs to have destructive behaviors, such as chewing excessively, tearing up furniture or clothes, etc. I recommend consulting with your veterinarian about medications that can be given to help reduce anxiety at home, and make dogs much more calm at home.
