Chihuahua puppy coughs when running. Is an X-ray safe for small dogs?

Pet's info: Dog | Chihuahua (Smooth Coat) | Male | unneutered | 5 months and 17 days old | 3 lbs

I took my 5 months old chihuahua to the vet because he coughs when he runs really fast. Vet said it’s not recommended to do an x ray on him because he is under 4 pounds and there are more risks so I had no idea what to do. He gave Harvey an anti inflammatory shot and told me to call him again tomorrow to tell him how he feels. Is there any way Harvey could do x ray while I’m holding him still? Also, how can the anti inflammatory shot help his trachea?

I have absolutely no idea why a vet would say the x-ray would be damaging to him. That is nonsense. X-rays are definitely needed and there is no contraindication of x-raying a dog of any size. The anti-inflammatory injection will not harm but it will only help if the trachea does have inflammation and that is not likely what is going on with him. My guess would be maybe a diaphragmatic hernia or some type of underlying heart disease causing the issue. He needs the x-rays.
