A dog has to be in heat to get pregnant so she cannot get pregnant before.
It is best to wait until they are 18-24 months of age before getting pregnant.
If you are going to be a "breeder" please be a responsible one. Be aware that pugs have a high incidence of dystocia (difficulty giving birth) and often need C-sections which are costly.

I suggest you work closely with a vet during the whole process. In case of emergency they will know you and her and can better help you. Also, have a savings account ready in case surgery is needed. She should be up to date on her vaccinations and deworming prior to getting pregnant.
