So when you give Lunar Moon a bath, you are only killing the fleas that are currently on her and the ones that will jump on her within the next 24 hours, then it wears off. Female fleas lay 50 eggs every single day and these eggs will hatch in 3 to 6 months. So every day you have new fleas hatching out in the environment. A better method to get rid of the fleas are to treat every single pet in the house with a reputable flea product. I recommend Simparica or Nexgard for most dogs. If you want to stick with an over-the-counter product, stick with frontline. Keep in mind though that frontline is now an older product and fleas are developing an immunity to it which means it may not work as well. Environmental cleanup will help with the problem, but it will not illuminate every single flea egg. You must treat for a solid six months in order to get through the whole flea lifecycle. You should also wash any bedding and make sure that you keep the puppies free of fleas at all times. After bathing make sure to dry them thoroughly. The safest flea shampoo for a cat is actually Dawn dish soap or baby shampoo. It is very mild and gentle and does well for killing fleas. After a bath you can try frontline or advantage topical if old enough as those do no require prescriptions

You can bathe Marley in Dawn dish soap, be sure to let it sit a few moments and it will kill the fleas on her. But any fleas in the environment will just get back on her. Unfortunately I don't know of any home remedies that actually work effectively against fleas. Unfortunately, no. The eggs can live in very tight places for a very long time and can hatch when the environment is suitable. The Dawn will only kill the fleas for about 24 hours, but it won't remove the eggs. It will also dry out Ella's skin. The very best prevention is the monthly flea prevention. Capstar is a one time pill that starts killing fleas in 30 minutes and is safe for her. I would follow that up with Revolution (you can use Capstar and Revolution together). Revolution is a monthly spot on treatment that is safe to use on nursing dogs. You will need to disinfect the environment as well. Wash their bedding in hot soapy water, and vacuum the furniture and carpet surfaces. You can use a flea spray such as Indorex, but make sure it is completely dried before allowing Harley and her puppies back into the treated area. I hope this helps!
