Why does my cat have recurring scabby, tearing eyes and hair loss?

Pet's info: Cat | Ragdoll | Female | unspayed | 11 months and 7 days old | 17 lbs

Bells eyes are scabby around the edges there use to be puss but I've been using something called vetericlin and it's stopped the puss but the scabs haven't healed yet the hair won't grow back around her eyes she's constantly tearing this has been going on since she was a kitten all the other times it healed with vetericlin but this time it hasn't I bought her from an unregistered breeder because she sold her for cheaper than ragdolls normally are do u think this might have something to do withIt

I would recommend an appointment with a ophthalmologist or dermatologist in order to investigate the underlying factors when this is recurring. Mites, chronic skin infections, inturned eyelids or abnormal eyelashes could all be causing ongoing inflammation which is causing repeated discomfort and flare ups
