Why is my cat over-grooming, causing belly sores and tail scabs?

Pet's info: Cat | Mixed Breed | Male | neutered | 4 years and 9 months old

My bengal cat has little round sores on his belly which he keeps licking. How can I get rid? He also has little scabs around the Base of his tail. He is prone to over grooming at times

This looks like a eosinophilic plaque. He needs to see a vet for this condition. Here is an article on this condition. Steroids and antibiotics are usually the treatment of choice for this problem.

Based on what you described with the scabs at the base of the tail, I am guessing he has a flea allergy that may be the underlying cause.
