For every flea you see on your pet, there are 100 more in the environment. Get your pet on a good topical or oral flea control through your vet. In flea control, you get what you pay for. Consider asking your vet for a dose of Capstar. It helps get the problem under control by killing the fleas on the pet starting in five minutes but only lasts for 24 hours. You need to treat your home environment. If you use a pest control service, tell them you are having a flea problem and they can adjust their treatment. Use a premise spray that also contains an IGR, insect growth regulator. This keeps eggs and larvae from maturing into adults and helps break the life cycle. Also, vacuum EVERY DAY, throwing out the bag or emptying the canister every time into an outside receptacle and spraying the contents with insecticide to kill the fleas you’ve vacuumed up. Treat your yard too, since fleas are opportunistic and will hop a ride into your home on your pant leg without you knowing it. Concentrate on areas under bushes, in the shade. Fleas are less likely to be located in open sunny areas where it gets hot. If chemicals are a problem, you can use borax. Sprinkle it into rugs, into corners and under furniture, use a broom to work it into the fibers and let it sit for hours, days even. It won't hurt you or your pet to have it present. Then vacuum it up, reapply as needed. Food grade diatomaceous earth can be gotten from a health food store and worked into the rugs and corners in the same way as borax. These treatments aren't as fast and effective as chemical insecticides but they can help. You might want to consider boarding your pet for the day at your vet, to give you the opportunity to flea bomb your house without having to worry about your pet being exposed. They can bathe your pet and give a dose of Capstar while you treat your home. Be patient, you may have to repeat these steps multiple times 10-14 days apart to help break the flea life cycle.

Your kitty is likely a nervous or stressed cat, especially if stressful events (new neighborhood cat, new boyfriend, new baby, mvoing, removing or adding furniture, new puppy , etc.) have happened before she started the excessive licking. This licking pattern would be typical for overgrooming. Your vet needs to rule out parasites, fungal and bacterial infections. If there is none of these then you can try to help your cat by removing anything stressful in the house that can be removed and placing Feliway dispensers in the areas she spends most of the time. Feliway is a pheromone that makes cats happy and takes away stress. You will need to do this for at least two months before you will see success. If this does not work, then your vet can do some medication trials to see whether she will stop the overgrooming.

Use a fine tooth comb and brush above her hips and down the tail. If you catch an adult flea in the comb you have an answer. If you don't, use a wet white tissue or paper towel to remove the fur and debris from the comb. If you see black squiggly flecks that when wet look like blood streaks that indicates flea poop. I would recommend a good flea preventative like the Serest collar, Bravecto for Comfortis. be sure that ALL animals in the house are treated. Other possibilities are skin allergies from the environment or food and cats can over groom from anxiety or behavioral reasons. Even though you don't see any fleas, your cat could still be having an allergic reaction to fleas. It only takes the bite of one flea to set off the reaction, and itchiness over the base of the tail is classic flea allergic dermatitis. However, dermatitis can be brought on by other skin parasites (mosquitoes, mites, lice), bacterial and fungal skin infections, nutritional imbalances, hormonal imbalances, and autoimmune disorders. Therefore, I recommend that you have your cat examined by your veterinarian for a full clinical work up.

It looks like Karma may have an infection or dermatitis back there. It could also be due to an anal gland problem or even fleas. That can happen when they aren't able to groom themselves well. If she will let you I would try to help clean her back there as best you can with either just water or a gentle pet shampoo. If that does not help or you cannot safely clean her back end, you may need to take her to a vet. They will be able to clip and clean any wounds and she may need systemic antibiotics in order for it to heal.
