Eating less, dropping food, and bad breath can all be signs of dental disease. He will need to see his veterinarian for an exam and to check his teeth and gums for signs of dental disease. Ocean may need a dental cleaning with your veterinarian if dental disease if found to be the cause. Kidney disease can also cause foul breath as urea builds up in the body. Some blood work with Ocean's vet can help determine if there are any underlying health issues such as kidney disease as a cause.
I hope this helps!
