Is dark skin on my cat's neck normal after shaving matted fur?

It’s very difficult to see clearly as both photos are very dark and don’t really show the extent of the area you are talking about. You can try uploading a brighter photo. This may just be a large area of matted fur. This can be common if the cat does not or can not reach the area to groom. That is common in overweight cats. These dark specs are essentially embedded dirt. This stuff is difficult to remove, but will eventually return to normal with regular bathing and a few weeks of time. This is generally not concerning, and there's no signs of infection or irritation, but this can indicate a flea infestation, so it's good to check her carefully for any signs of fleas. It is impossible to tell only from a photograph however if this is normal pigment. She would need to be assessed by a veterinarian with a physical exam to determine if there is cause for concern.

It is somewhat concerning that the spot has gotten darker, so you should definitely keep an eye on it and have it checked out if it gets bigger or starts bleeding. Your vet can either remove the spot completely or take a needle and collect some cells from the area to send off to a lab. I hope this helps!
