Hello and welcome to Petco Pet Education Center, formerly Petcoach. Mimi is a beautiful girl. I would start by checking Mimi for fleas. Often bumps on the tail are due to fleas. Abdominal licking can be a sign of stress/anxiety, or can be a sign of pain in her abdomen. Bumps on the chin can be due to allergies due to food bowls, so you can try cleaning the bowls more frequently, or change to stainless steel bowls. I would also recommend having Mimi seen by a vet to see if there are other parasites (mites) that are affecting the various skin issues, or maybe allergies causing itching.
