He does look like he may be molting as there appear to be pin feathers (new feathers that are pin-like) growing on his head. These feathers replace the old when a bird goes through a molt, and if he's otherwise normal and healthy I wouldn't be too concerned unless he becomes itchy, the feathers don't grow back in, or there is redness or irritation of the exposed skin.
As for the water dish, some birds do prefer different types of dishes to bathe in. You can try offering a different type of bird bath to see if he enjoys that, or even change his drinking water bowl to a different type and keep the other as his bath.

Many birds become stressed or bored and will pluck out all of their feathers. I would have him seen by your vet to rule out a more serious issue as well.
Make sure you have plenty of bird toys and enrichment items available to your pet as well.
