My parakeet bites my hand. Is he playing or being aggressive?

I have had my parakeet for 4 weeks. He has no problem perching on my finger if I have a treat. If I don't he won't perch. Only in this last week has he started biting my hand occasionally. Sometimes when he is perched on my finger eating a treat (even though he could step down on his perch) he will stay on my finger and start biting my hand. Is he trying to play or trying to be aggressive? I really want to pet and play with him and have him perch easily but I'm having trouble training him.

He's likely curious and "exploring". Your hand and finger with his beak.
Continue to train him to perch, rewarding him after each session. Keep sessions short to maintain his focus. Try for several sessions a day if you can.
