Cockatiel can't walk after laying an egg and won't eat. What to do?

3 hours without eating isn't a major concern, but if Pepper is continuing to worsen and isn't improving with home care, it sounds like she needs to be seen by a vet. Unfortunately, you already seem to be doing all of the at-home care that would help without further examination to determine what is going on with her. If she just laid the eggs, that is a stressor on the body so she could just be quiet and recovering from that, however if she doesn't perk back up, or seems to worsen, then trying to find a vet near you is best, even if they don't specifically see birds.

It's very hard to tell, she would need to be taken to an avian vet specialist to get calcium injections, SC fluids and also have an xray done to make sure no damage has been done and that no more eggs are inside her.

Palpate her abdomen as she could be egg bound. Provide a warm environment in the 80-85 F range. Very dark green feces is usually anorexia but black feces is melena (digested blood) and needs veterinary attention. A dog/cat vet might be you're only choice. An egg in the lower abdomen can place pressure on the nerves going to the legs, making standing or clenching difficult. There is nothing you can feed to induce egg laying. If Kiwi is presently egg bound, an exam with your veterinarian or an experienced avian vet would be strongly recommended. If this is not possible, soak her in a warm bath for about 30 minutes deep enough to cover her vent. A dab of olive oil around the vent may facilitate passing of the egg.
