Angel - Ringo, Canary, is coming on to 12 weeks of Molting. Two nights ago, I covered him up two hours ahead of schedule. How long does it take for Ringo to Sing, doing this? Also, for most of his life, until recently, he has been on a 12/12 cage covering. Could That be why his Molt is taking so long?

A typical molt will last about 6-8 weeks. Some can be shorter or longer depending on the bird, environment, diet, etc. The fact that Ringo is beginning to sing again is a good indication that he is finishing his molt.
