My budgie with babies isn't chirping, only whistling. Is she okay?

It is completely normal to hear baby birds chirping. Sometimes, birds can be susceptible to what is called "night-frights". If they are in the dark, you may want to consider a nightlight within their cage or even a glow in the dark toy. This sometimes resolves the issue.

I would ensure that her environment is free of stress due to her having her chicks, as an increase in stress can lead to illness. If she is stressed, she may also not eat as much food as she needs as well. I would recommend that she is evaluated by a veterinarian, if possible - depending on what they find on examination, they may recommend diagnostic testing such as radiographs or systemic blood work. They can also offer potential treatment options for her as well. To decrease stress at home, please ensure that she is in a quiet and warm place with no drafts, loud noises, or unfamiliar objects/people/animals. 26 days is old enough that the babies should be starting to explore and eat some on their own. If only dad is feeding them he may be trying to encourage them to leave the nest and find food on their own. Making sure they have access to bird feed near where they can get to may help get them used to eating on their own and exploring some.

Illness is the other possibility. Monitor appetite and water intake. Providing heat support might aid in there demeanor. Most avian veterinarian encourage parrots to be kept at 80-85 degrees. It might be that he's not actually completely asleep, or he's just having a good dream! If he's otherwise healthy, active and normal, I wouldn't be too concerned. However, if you are seeing any signs of illness while he is awake such as lethargy, puffed feathers, not wanting to eat or drink, trouble breathing, etc, then this may be a sign there is something underlying which should be checked out by a vet.

A sudden voice change can sometimes indicate an issue such as a problem with the throat or surrounding tissues with impactions, or fungal/bacterial infections.
