This is a very common problem in parrots, 80% of the time they pluck their feathers due to boredom and psychological issues. the rest of the 20% include various diseases, you will need to take him to an avian vet in order to run several test and rule out all physical conditions before starting to treat the physiological condition medically (usually with Prozac).

Thanks for reaching out about Sky and including photos. Accumulated feces or urates can lead to feather loss. This can be caused by diarrhea which can be due to intestinal infections or parasites, metabolic diseases (liver, renal), and other problems. Monitor food and water intake. If persists, a veterinary visit is recommended.
