Why is my budgie losing feathers around her vent and looking fluffy?

If Sky had a lot of dried feces around her vent this could cause the feathers to stick/mat together and fall out. So if Sky is otherwise acting normal, eating well, and her stools have returned to normal then I would not be too concerned. Diseases can also lead to pulling feathers including infectious diseases (viral, bacterial), metabolic disorders (liver, renal), skin diseases and others. A veterinary visit is recommended to assess and try to determine a cause. Diet and husbandry practices need to be reviewed with a veterinarian experienced with birds.
