My budgie's color is fading. What could be causing this change?

Stress and diet can both contribute to feather health and coloring. As long as your bird is behaving normally otherwise, there is likely no cause for concern. Monitor for lethargy, loss of appetite, loose droppings or excessive feather loss (not due to molting). These are symptoms that should be addressed by your veterinarian or an experienced avian veterinarian.

Poor feather quality can be due to dietary deficiencies, metabolic disorders (liver, renal), infectious diseases (viral, bacterial) and others. A veterinary visit is recommended to assist with a diagnostic/treatment plan. Diet should consist of pellets, a proteins source, a wide variety of vegetables and few or no seed. Good luck.

Diet changes can affect the stool, and if you're feeding any extras in addition to the diet change, this could be causing the change you are seeing. It is also possible that his current diet is causing some minor GI upset if it changes immediately after eating and then returns to normal. Other issues such as internal parasites can also cause stool changes, so ruling out and treating for any parasites may be a good idea. Removing any extras such as fruit and veggies and providing only his balanced diet for a few days may also help him adjust and his stool return to normal. If the problem persists, or you see any other symptoms or changes such as reduced eating/drinking, lethargy, etc, then seeking vet care in person to rule out any more serious issues is best.

The fraying at the edges of the feathers can be due to him overgrooming, but it may also be due to the feathers being on the body too long (basically a molting interval that is too long). When that happens, the feather can lose some of its strength and can be damaged more easily. These conditions are often a result of stress or nutrition. In budgies, the most common nutritional deficiency that results in this is a lack of vitamin A, which is typically found with seed diets. Ideally, budgies would eat a combination of at least 50% pellets, and the remaining 50% can be made of produce and a small amount of seeds. Vitamin A deficiency can also result in the skin being dry and flaky, and it can also look irritated or red. This may be contributing to the changes that you are seeing on the face and feet as well. Alternatively, there are some parasites that affect feathers and skin, however if this is the case you have caught it early. I would recommend considering a diet change if applicable, and a wellness evaluation for The Little with your veterinarian to get a thorough physical examination performed.
