White poop in baby budgie nest box. Is it normal? When to clean?

It is normal for the adult birds to press their stool up against the sides of the nest as they rear young, thus making the nest a bit "dirty". I would leave the parents to care for the babies without disturbing them as long as they seem healthy, alert, and are growing. Once the babies start to leave the nest more on their own, you can then clean out the nest as needed, and should clean it between every clutch as well. If the nest is extremely dirty or becoming dangerous, you can attempt to move the babies carefully to a new one (and then place it in the same area), but I would not do this unless it is absolutely necessary.

Birds will naturally have a bit of a watery stool (compared to say, dogs or cats), that usually has a solid and liquid component to it that dries quickly. If the stools are completely watery, discolored, or you're seeing signs of illness such as refusal to eat, weight loss, etc. it may indicate an issue such as a parasite or infection and should be checked out by a vet.

While this is unusual it does not necessarily mean anything is wrong. I would recommend cleaning off the vent with a warm wet cloth and seeing if it accumulates again. I would also recommend examining the stool/droppings at the bottom of the cage and make sure they look normal. As long as the parents are caring for the babies, I would leave them to do their own thing. I wouldn't move or touch the nest while the babies are still young. Once they're a bit older and moving about, you can then clean the nest, or clean it in between clutches. Having baby bird food and a syringe on hand is always a good idea in case you need to step in, notice they aren't thriving or growing well, or the parents aren't caring for them.

It'll probably be a few weeks before the babies start emerging from the nest. Baby birds tend to be born without feathers and are unable to walk around or move much, relying on their parents for care. Once they begin to grow in size and get more feathers, they will likely begin to explore a bit more.

A green component to the stool can be normal, and if your birds are otherwise acting healthy and it's been ongoing this long it could just be diet related. Making sure they are on a balanced diet can help. However, if you are seeing very watery stools or other signs of illness in addition to this, an exam is always a good idea to rule out illness such as parasites or infection. As for taming them, if your birds have a favorite treat, you can offer this every time you work with them, starting with having them get used to you being nearby, progressing to petting them in the cage, then asking them to "step up" (usually done by placing a finger just under their chest, encouraging the natural step up behavior onto a perch). Taking small baby steps can help get them used to you and tamed without extra stress.
