How many servings are in each 5.5 oz. package? Is water supposed to be mixed in with the freeze-dried? Can the freeze-dried be a meal?

I brought my cat (4 YO black American short hair) to the vet a few months ago after she was scooting frequently and her glands were released. Our vet said she needed to be changed to a high fiber diet which we did immediately (Image attached below). This was in fact one of the ones the vet told us to buy. Both my cats are on nature variety salomn instinct wet and tsp of firm up pumpkin powder. My female cat had anal gland issues in the past but has been issue free for about two years. But my male cat had diaherra in the past and now suffers from occasional constipation. He had a BM two days ago and ate his full meal last night but he is disinterested in eating his morning meal today which is odd and I found no BM this morning. My cat coughs up hairballs a few times a week and sometimes vomits undigested food after eating. He eats very quickly so I'm wondering if that's what could be causing the regurgitation. I feed him Royal Canin and Tiki Cat wet food in the morning and a mixture of Solid Gold wet food and Royal Canin dry food in the evening. He uses the litter box with no issues and drinks plenty of water. Is there any supplement I can give him or food that will help?
