Hello my cat is an inside and out cat, I live in Florida. I have two litter boxes for him it is a clumping brand so it's an easy clean up, he has no problem using them. the question is the box I have put outside is clumping with out my cat using it,
If the box is not covered I would recommend doing so but otherwise try a wood pellet based litter which can be quite similar in texture; you may need to try a few brands until you find one that is acceptable to Storm!

I use Yesteday News which is pelleted litter made from recycled newspaper. They also have pelleted pine litter. The pellets are bigger and don’t track out of the litter box, and don’t stick to their feet. I use just a small amount and clean it daily. I also have a robot vacuum and it vacuums daily on a schedule so the house is clean without me having to do it. The vacuum was one of my favorite purchases ever! I have been using Tidy Cats Lightweight litter for my now 14 yr old cat, for a couple of years. For the last couple of months the litter seems to stick to her feet, legs and tail so consequently appears all over the house. I have been using the 24/7
It's worth a shot to see if it is just the brand rather than the litter format. As cats can be picky about litter types, be sure to do a gradual changeover to the new litter to prevent Olivia from avoiding it or using elsewhere to go potty. A litter mat outside of the box may also help wipe her feet and fur some, reducing the spread throughout the house.

So sorry that Jupiter is having this problem. You could try a Feliway diffuser and Solliquin chews and see if that helps relieve any stress and make him happier. You could also talk to your vet about trying an anti-anxiety medication, like Trazodone or Prozac to see if that helps. Substrate preference can be very difficult for cats! I would start by moving the pee pads into an empty litter box to get the kittens used to going in and out of it, and then gradually begin to add in a little litter over the pee pads, until they can be transitioned from it to the litter fully. You may also need to try a few litter types, such as paper or corn cob litter, that may be closer in substrate feel to the peed pads and may encourage them to use it. Daily scooping and making sure the other cats aren't bullying the kittens away from the box can also help reduce accidents. I would also keep any area rugs and the like away from the potty areas so they don't confuse the two. You can also use an enzymatic cleaner to help clean up any accidents and break down urine particles that may be encouraging them to keep using the spot.
