What are the best type of perches for my two year old male black capped conure?

Currently I’m in the market to buy one online that is advertised as a “solid metal cage” coated with “non-toxic hammertone paint” which included stainless steel dishes. I was just wondering if this would actually be a safe cage for a green cheek. The seller is YaheeTech, which is based in Ontario California but customer pictures show a box with "Made in China." Mostly 5 stars, with lowest rating be 3 stars. Is non-toxic hammertone safe?
I have a 22 year old Timneh African Grey parrot. I have used Harrison's pellets medium size in the past. It has been discontinued. My parrot won't eat the fine size and drops the large size into water. I need suggestions of what else to use.

If you advised to get one where do you advise me to put it? I saw some people say use it as your feeding perch so that the bird is forced to use that and other people say leave it elsewhere and the bird will use it as they choose?
