My cat has diarrea and vomiting drinks a little water but wouldn't eat treats this morning

I have two cats, and one of them is getting chubby. How do you put one on a diet in a two cat household? I tried putting my svelte kitty’s food on the counter because only he can jump, but the portly puss is a grazer and leaves his food for later, and señor svelte eats that instead. She does vomit hair balls and I giving her hair all control cat treats, she is strictly an indoor cat with no other animals. She also does vomit bile but it looks pink in colour. Possible blood?
