Tasty but unsafe (has fish bones)

My dogs love these treats but I noticed they have fish bones. I went ahead & continued giving my dogs these treats but now they have this weird cough & im worried a fish bone might be lodged in their throat. Everything I can find online says it’s very unsafe to give your dogs fish bones, I’m not sure why these treats include bones.

Nothing special. Not very flakey, lots of skin and a big chunky piece of skin in the pack. Both my cats turned there nose up.

I bought this as a treat for playing fetch with my Maltese. I typically break the pieces in smaller pieces about 1/4 to 1/8th inch. The idea is for him to get exercise in the house when he can't go out. I could not break apart the majority of the pieces in the package. I ended up discarding the 1/2 used bag. Poor product for my need. Would never buy this brand again.
