Poor Brook being chained up for long periods of time, that's no way for a dog to live! How lovely of you to rescue her. I would suspect that the bumps around her neck could be from the collar and chain, and it may be a skin reaction to them. Gently bathe the bumps with some Dawn dish soap, and keep an eye on them. Do not put the collar back on her. If the bumps do not go away over the next couple of days or the bumps get worse, I would have her seen by a vet for treatment. I would also not use the collar again, but get her a different one made of a different material in case she was allergic to the material of the old collar. I do think having her seen by a vet even if the bumps go away is best. She needs a health check and likely needs vaccines. Rabies vaccines are required by law in most states in the US, and it's important she gets that done as well as is vaccinated for distemper, hepatitis, parvovirus, and parainfluenza.
