Help! The submersible pump on my 3.7 gallon is making loud motor sounds and spitting out small bubbles that by morning cover the whole top of the tank. I’m scared for my fishes life what should I do?

I have recently got 2 gold fish(Saturday) night ish and got a medium size tank with no pump but told that dosnt matter at first the fish would swim little and stay near the stones/ground the next day the water went green the swam around abit more but kept going to the top of the tank and looked like gulping I was so worried so I thought I’d google it just carnt find much so I thought I’d leave it another day see if anything has changed and went to look at them this morn there was bubbles at top

One of my koi, was healthy, swimming around and eating on Tuesday afternoon at about 2:15 pm; at 2:40 pm he was found floating upside down at the side of the pond (1000 gallon pond with 3 koi and 2 goldfish) practically lifeless. We placed him in a separate tub of water with a bubbler for the rest of the afternoon. That night at about 9:00 pm he had righted himself and was slowly swimming around in the tub, so we returned him to the pond. What might have caused this situation?
