Is the fountain supposed to be plugged in 24/7?

I put everything together according top the instructions, but no water is coming up through the filter. I did rinse the filter. I assume something isn't set right, but I can't figure it out. Help please!
- The magnetic wheel, take a toothpick and clean it. Black stuff gets stuck and wheel can't turn.

How often should I change the filter and how? i can't seem to open up the part for the filter
- I rinse the filters about once a week and change them every other week. the white plastic filter cover does open, but it's a little tough to do. make sure it and your hand are dry and pry the pieces apart. hope this helps!

Why is there continually black stuff that is left on the tray of where the cats drink the water, even after thorough cleaning every time?
- are you rinsing the filter before installing it? sounds like the filter dust, but if you rinse for 15 or 20 seconds before you put it in it's all good. it's just like a britta filter, you have to do the same thing. Hope this helps

HOW CAN I TELL IF MY PET IS GETTING FRESH WATER BEING THAT IS CIRCULATES THE SAME WATER ADDED AND NOT SALIVA FILLED WATER
- Thank you for your great question. The filtration system in the fountain is designed to remove bad odors and tastes from the water to encourage your pet to drink more often. The filters do not remove solubles or particulates. To remove saliva mixed in with the water, you will need to completely change the water in the fountain.

How do you tell when it is empty? Does the motor keep running if it is empty?
- Thank you for this question! The fountain may become more audible as the water level falls. Running the fountain without water or allowing the water to fall below a sufficient level will cause damage to the fountain pump.

So I'd need to buy carbon & foam filters for butterfly fountain?
- Yes. But 1 carbon filter and 1 foam filter are included in the box. I recommend purchasing extra filters at least 1 week before the original filters it comes with need replaced with new ones. It may sound a bit extensive to need 2 different filters but each filter benefits in a different way. The foam filter catches debris and particles like fur and dust. Then the carbon filter removes impurities to keep the circulating water tasting good and fresh.

Can I get a battery operated fountain at Petco? I have a limited amount of electrical plugs that can reach my cats dinner table.
- It doesn't look like they make a battery operated pump for pet fountains. Have you tried a surge protector or power strip?

Can my cat still get to water if the power goes out?
- The tray at the top holds some water in it should the power go out. If u r in areas where you have that happen a lot, I'd get a different model. Cats are difficult to get to drink as it is but that would concern me.
