I put a Sergeant dual action collar on My chihuahua yesterday. Today her neck was red and was wining. I took the collar off and washed the dog very well. Could she have a allergic reaction to the collar or the chemical it is made out of. Is there anything else we can do?

Collar training My 14 week papillon is tiny just over 2lbs. The smallest harness does not fit. I began collar and leash during potty pad time, then keeping on and off for periods yesterday.
