Supposedly Refillable, It's not.
Got the toy home and removed it from packaging. It had plastic wrap around the outside in several places. I think this is used to keep the 'fur' in position while sewing, but it wasn't fully removed. That could come off and be swallowed by or choke the cat.
Also, like others have said, this toy doesn't have an opening in order to refill it even though it is supposed to be refillable.
Gotta admit. I'm pretty disappointed in Petco's buyers.

Missing opening for adding the actual catnip.
It comes with a catnip tube. It has a pouch sticking out of the toy (which has a small tear in it already without use) and it has no way to put the catnip in the toy - no velcro opening anywhere.
