How to make my gerbil exercise? I got two, one like to run but other don't like. And is exercise ball recommended? How often to change the house setup?

My mouse likes to run, constantly. I think he has hurt his back legs. I took the wheel out, and I checked how he walks. His back side limps, and his joints are red and bent forward. However, he still walks around. I'm worried.
