my 17 yr. old 5 # Pomeranian (neutered male) has to wear a male wrap, due to frequent wetting in the house... but can wriggle out of it...I found the Vet's Best Perfect Fit ...which sounds like it would work well, but I need a liner that is really absorbent to put in it... What would you suggest? (that's affordable)?

PLEASE HELP! I have bought my puppy a toilet tray for indoor use as hes not allowed outside yet (unfinished vaccinations) but he is having accidents everywhere in the house. His crate is in a different room, as i don't want to teach him to pee in his crate.
