Why does my puppy rub his face to neck on treat? I bought the blue training treats and now have pet botanics and he's doing it still.

Spooky bites a lot, and hurts to the point of leaving marks and drawing blood. I tried yelping but he bites even harder. I tried saying no, making a loud sound and redirecting his attention to a toy but he usually couldn't care less about the toy. I tried ignoring him for a while but it rarely helps since he'll just bite my feet and legs until it draws blood. I got a whistle to startle him and it worked some times but grew old quickly. I contacted a trainer who says he's too young to be trained
Okay, how can i train my dog not to accept treats from others? My mom will give him just about anything (2-3 slices of deli roast beef, 2-3 slices of bologna, cheese and whipped cream (he has dairy allergies)) and it's unfair to me when he vomits while she's at work. I understand she's trying to be a nice and loving grandma, but I pay for Snacc's dog food, not her and 60-70% of it is being trashed because he's holding out for grandma to give him something "better" that could make him sick.
So we are going to use a remote collar to train the puppy to never chew the chainlink fence she doesn’t do it often . A trainer on YouTube Solidk9 training recommended. I think it’s better to have a mild stem correction than broken teeth one day. Also going to use to work on her recall she is 80% reliable everywhere but backyard that’s 10% she comes back. What brands on amazon are good? And how do I condition her to the collar?
Need training advice for a resource guarder with treats and when she randomly steals do: socks, towel.. we do not try to grab it from her, we trade with a higher value treat but on occasion she gets growly.
So we’re working on training. I’ve used a clicker, treats, petting him, being stern with him, basically everything. He will listen with treats. But I’m trying to get him to do things without treats and be loved up instead. But once I put the treats away he gets this big attitude and refuses to do anything. He’s smart, and knows a lot of tricks, he’s just very manipulative, and sassy. I’m not sure how to make him less sassy(?)
