Hey I have a small floor stand that is 25 1/2 inches in Length and 1 ft in width what is the maximum size tank I should put on it?

I got a red barb a couple months ago and I thought it was just a little bit deformed. But today I looked at the fish and it has a white thing that came out of its skin where I thought its body was the most crooked.
